How to keep my 2 year old neutered dog wee'ing people at random?

Our 2 year old Tibetan terrier house training and never wee in the house, but only recently has begun to co ck leg and high on people at random in the dog park. Just had castrated 2 months ago hoping that this solves the problem, but it still does. Fdo not this when people come to visit when away from home. I know he is marking his territory, but how I can stop doing this? I'm praising wee'ing in rightful high and, obviously, to go wee'ing tell on people or objects but continues so. Help please ...

Get a newspaper, roll it up and just the crap that evry time you do. That's rude!
