Why is my electric fence so weak?

I recently installed an electric fence and ran around 1000 meters with a charger cable it says it can make up to five miles through moderate weeds. I put a fence tester for cable and I'm doing a reading of 3000V along the fence but when I touch only tingling and any package of punch. The animals just walk right through it. They seem not to affect either. Amplifiers do not know I am not sure how I can find out ... My tester shows only about Volt
