How do i get my 3 month old pom puppy stop biting my clothes or hands?

I got my pom puppy a few weeks ago and he was gentle as a lamb but a week later he's biting everything and everyone. I tried to distract him by giving other chew toys he has tons of toys and i only give him 3 at a time, i yelled NO when he bites my clothes or fingers and that doesn't seem to work. I'm out of ideas! I don't want to hit him so that's out of the question.

I think either yelling or distracting him with a chew toy are the only options. Puppies are very oral!!

He'll out grow it - at least my dog did.
